Kamala Harris Reveals Bill to Nationally Decriminalize Marijuana The 2020 presidential candidate is working on the measure with Democratic Rep. Jerry Nadler, the House Judiciary Chairman. The California senator and Nadler have called their legislation the "Marijuana Opportunity Reinvestment and Expungement Act." Times have changed -- marijuana should not be a crime. It also prevents discrimination forthings like federal housing against those who use marijuana. The bill is a departure from Harris's previous views on pot while she was California's Attorney General until 2017.
