Rahul Gandhi will address a programme at Ramnagar in West Champaran on the occasion of Birth Anniversary of Dalit icon BR Ambedkar. Bihar Chief Minister Nitish Kumar will skip Congress vice-president Rahul Gandhi’s rally in Bihar in what is being seen as a fresh sign of underlying tensions in the grand alliance ahead of the assembly polls.
